Click on the the table, then from the top menu:

Table|Table Properties|Borders
Click the border type that you want; most likely the 4th box under:
Line arrangement
  Default.

You can set the default to always show borders in tables by:
Tools|Options|OpenOffice.org Writer|Table|Border (checked)
