OpenOffice is free to download and use. It will display Powerpoint files of type PPT and PPS; I have not come across PPV. If you only want to view Powerpoint files OpenOffice is a steamroller to crack a nut and so I would recopmmend Microsoft's free viewer.

To download its installer program go to

http://www.microsoft.com/downloads/details.aspx?FamilyId=428D5727-43AB-4F24-90B7-A94784AF71A4&displaylang=en

and click the "Download" button. Then run the downloaded installer program to install the viewer. Now when you double click a PPV file the viewer *should* display the file one picture at a time. You *might* need to click the mouse to change pictures.
