You have become used to a feature of MS Word not found in OOo Writer.

But, if it is necessary to have a certain number of characters in a line and a certain number of lines per page, then use a fixed-width font and set your pages to contain the number of characters across and number of lines down that you want.

Go to Tools -> Options... -> OpenOffice.org Writer -> View and assure that the elements Ruler, Horizontal Ruler, and Vertical Ruler are all checked.

The rulers will provide a visual indication of where you are on the page. (You can also set measurements to either inches or centimeters.)

You can also set line numbering on the page through Tools -> Line numbering... and clicking on "Show numbering". However you cannot make this line number invisible when you print, and if you don't want it to print out, you will have to turn it off before printing. (I expect you could set up a macro to automatically turn it off before printing and then turn it on again automatically immediately after printing.) You can set various parameters in respect to line numbering, for example whether the lines should start again at 1 for every page or whether blank lines should be counted. Play with this.

To get a word and character count for either a selected section of your document or the entire document, use Tools -> Word Count (or type Alt-T W).

You can also set styles to automatically indent to whatever depth of indent you want.

Set your page size to A4, if that's what you use, and keep it at that setting for normal documents.

File -> Properties -> Statistics -> Update provides further information.

Though not so easy as MS Word, at least, for a beginning user, I think you will find that currently OOo Writer does provide what you need.
