Looks as if the magic word is "linking" -- and apparently the frame to flow into has to be there and linked, but empty. See Help in Writer: Contents -> Sections and Frames in Text Documents -> Inserting, Editing, and Linking Text Frames.

break just above the bottom of that frame and flow to a new
frame on a new page.

Since that did not happen automatically, I went looking in
the Help for how to do it. No luck. When I looked for "flow"
there was no entry. When I looked at "page", "frame" and
"text" there were lots of entries, non that addressed the
need.

Now, I know that OOo version 2.1 knows how to flow text
from frame to frame and page to page, but what do you call
that feature, so I can look it up?

How might I have broken it, and where should I look for
something to fix?
