Simply put; the existing OOo "frames based" label wizard document cannot
be saved as an MS Word document. I also tried to save it as an rtf file
& the result is that it opens up as a single framed label in OOo. I've
not tried the rtf file in MS Word.
I hope that's helpful.
Yes, definitely. Thanks for the test. Would you mind filing an issue?
Mathias, I figured that I'd check to see if anything similar has been
filed in the past and found the following:

http://www.openoffice.org/issues/show_bug.cgi?id=68092
These issues seem to be something different; they are about problems
exporting some border settings of frames to Word but our labels don't
have borders.
I exported a labels document to Word format and could load it in Word
2003 without a visible problem. So either you have a very special
problem in your labels document or it's something that only happens in
Word97.
My preference for tables is well known, but I have to say that exporting
a frame-based label document in Word 2000 format appears to function
correctly. It certainly loads into Word 2K and appears to be correctly
laid out (although to absence of visible borders causes a momentary
hiatus:-))
