Writer doesn't need any (and so printer settings are not created before
the user asks for them) but obviously Calc and Impress *think* they need
them. It's possible that this is a remnant from the times where document
formatting where printer dependent. In this case it would be just a bug.
But it's also possible that the applications are retrieving something
from the printer settings like e.g. available page formats and page
margins etc. I think that can be changed but without having a closer
look into the code it's hard to be sure and to estimate the effort.

As I wrote, I'm currently working on this problem and hope to get it
fixed soon, together with the develops of Calc and Impress. Once this is
done we can also think about a way to make storing printer settings
optional as asked for by Kirill.
