Check the heading styles and look in the Text Flow tab of the properties,
perhaps a page break has been set.

Hello,
I am writing this document with Writer (OOo.2.1.0) and the document is a
contract with headings 1 (level 1), 2 (level 2), and 3 (level 3).
My problem is that the bottom of certain pages is abnormally empty. It
looks as if the page is automatically broken at the end of a certain
level of headings and before the next level. For instance, if I have
Section 5.4, which is followed by Sections 5.4.1, 5.4.2, and 5.4.3, and
if Section 5.4 ends right after the middle of page 3, then the rest of
page 3 is blank and page 4 starts with 5.4.1.
I remember having had the same problem with MS Word.
I tried Format - Pragraph - Keep with next paragraph and orphan control,
but it did not solve my problem.
