There is; and it's called "Fontworks." From the main menu, select "View" then "Toolbars" and make sure that "Drawing" is selected if it is not already. After this, you should have a toolbar at the bottom of the OpenOffice.org window, and one of the buttons should be "Fontwork Gallery." (With the default OO.org icon set, it will look like a capital latin "A" on a hanging yellow board.) From this, you can choose a Fontwork type, then edit it to your heart's content similar to the Word Art feature in MS Office.
