It's the pointer, first icon on the left of the Drawing toolbar. I guess your 
pic is not in the page background but just wrapped as background.

Hmm, no I use in this case normal text (no frame). Reading that thread and related bug report: where can I find the rubberband. It's from this statement: "first select them using the graphics cursor (Drawing toolbar; rubber-band around them)"

I believe I can reach the Drawing toolbaar, by clicking the pencil on the main toolbaar (area).
