bit more' ...

Open Office WAS downloaded onto my
dektop but in three different files. What do I have to do to use it BESIDES
my MICROSOFT (english) package?

Make sure you read the section about "File Associations".

I always get English as standard language even if I change it manually.
What can I do?

At first: What have you done? Please some few words ...

And you've set in Tools|Options|Language Settings|Languages
-> 'Default languages for documents': German (Germany)?
And this field is marked with an ABC and a blue check?

And you've controlled the language setting in your document by
context menu (right mouse button): Character -> Font -> Language?
