How do you arrive at that conclusion? You seem to have posted this
message. If your IP really is blocked, you could use Tor (
http://tor.eff.org/documentation.html ) or some other proxy device.

If you are using a newsgroup, you have to comply with the newsgroup's
authorisation procedure. Your posts will still be moderated, I
understand,
unless you subscribe to the list. The subscription addresses are here: http://www.openoffice.org/mail_list.html
Does TOR work with email (Thunderbird, in particular)?

I haven't been able to use it with Thunderbird. Someone at our Linux group
suggested to me that my ISP server would not recognise a request coming from
a strange IP, which makes sense.
Can you use an email client to connect to a newsgroup? I use Firefox to get
Nabble (or Gmane if Nabble is down). I don't know how I would use
Thunderbird or why I would.

Thunderbird has Newsgroup and RSS capability. I use it for Firefox & Thunderbird troubleshooting help, just as I use this mailing list for OpenOffice.
