Looks as if there's something special with your doc.
Besides that I can't open it properly.
But if I make a Ms-doc with two sections and a text/graphic in header section 1 and nothing in header section 2, it displays the same after opening in OOo.

Anyway, write doesn't modify the document, simply it seems OpenOffice Write
doesn't understand the section break created on Microsoft Word.

That's not true, anyway, not in general.

So, it's a bug or I'm doing anything wrong ?

Need to investigate further.
