     I am fairly certain that you have answered your own question. The 
template is saved as a *.ott file and is for *.odt files. When you 
save the created document as a *.rtf, you are saving it in a 
different format. That is what probably breaks the connection between 
the template and the document.
     If you are going to save your files as *.rtf files, you can use a 
template to set your initial formatting. But any updates to your 
formatting will have to be done one each individual file.
     If you save the files as *.odt files, then updating the template 
formatting will create the message you mentioned. You can then let 
OOo update the styles and formatting with one click of the mouse. The 
choice is yours.
