What you probably really want is three page styles: New chapter,
right page, and left page. New chapter should be followed by left
page which is followed by right page which is followed by left page.
I would create the New chapter page style from the Right Page
style. Then at the end of a chapter, use a page break. Select New
chapter as the next page style. If the page break is on a right page,
it should create an empty left page before the next chapter.
