File|Export as PDF|filename|Export|Security
make sure that no boxes (Encrypt or Restrict) a checked.

For your customer to actually edit or make additions/deletions to the
PDF file they must us Adobe Acrobat (not Adobe Reader) or another 3rd
party commercial package that will edit PDF files. They cannot do it
using OOo.
