You only need one version. You do have two choices beyond that.
First, you can download the Norwegian dictionary and thesaurus
using File > Wizards > Install new dictionaries. This will allow you
to use either English or Norwegian as the language of your documents.
You will probably need to learn to use styles since language is
one of the formats contained in the styles. If you create some
documents in Norwegian and others in Engligh, you might want to
create a template for your Norwegian documents and another for your
English documents.
There are three chapters on styles that may help you. They are on
http://documentation.openoffice.org/manuals/oooauthors2/ web page. One
chapter is in the Getting Started Guide which is an introduction to
the subject. The other two are in the Writer Guide.
