IMHO a simple way is (here with OOo 2.1): opening the file
<...programs>\OpenOffice.org 2.1\share\dict\ooo\dictionary.lst
with any text editor.

'dictionary.lst' is the
'List of All Dictionaries to be Loaded by OpenOffice' -
and the answer to your first question.

You can deactivate installed spell checker, hyphenator, thesaurus for
selected languages by setting '#' (as you can see above - e.g. usually
I don't need Hungarian and Estonian spell checker and hyphenator; but
if I would need them, I could remove '#').

You also could remove the whole entries as described in
