That's true. But it's just in a different (and perhaps more sensible?) place. Go to Format | Page... | Page and you'll find what you need.

It's inexplicable only because you are again looking in the wrong place. Go to Table | Autofit > | Row Height... and adjust the row height there. If you select multiple rows before you do this, you can adjust all the rows at once to the same height, of course (or even to different heights, using "Fit to size").
Unless I am missing something, these both appear to me to be bugs (omissions).
