Click on the area fill icon (a paint can) in the "Line & Filling"
toolbar, or do Format > Area. Look on the _Colors_ tab (NOT Area). The
Colors tab will list all the color names and their RGB values
(separately, as decimal numbers from 0-255).
If you need an equivalent hex code, you'll have to enter those numbers
in another application that handles graphics--almost any will do; OOo is
one of the very few that don't show every conceivable code for a color.
You can also make a Calc spreadsheet to do the conversion:

2 153 204 255 #99CCFF
Where the formula in D2 is:
="#"&BASE(A2;16;2)&BASE(B2;16;2)&BASE(C2;16;2)
You can enter the decimal numbers shown in the Colors tab, and see the
equivalent hex RGB code.
It's also easy to convert in reverse (hex to decimal)--just ask.
I found the following response (see below) when I searched on Help. I
am afraid I don't understand the message as I downloaded the
programme as it came.
It looks like the online help is not installed. If you used the default
install, the help should be available, and you may have a corrupted
download or incomplete install. You can try a program setup > repair, or
just re-install.

But when I want to match it up with the existing RGB in your color
palette such as "Red 8" and the figures don't match up. For example
the RGB code on the palette for Red 8 is R153, G40, B76 . The
figures on the Color bar are percentages only. I would also like more
information about how to use the other buttons on this bar. Is there
an appropriate tutorial? ...
Where do you see percentages on the Color Bar? Have you loaded a
non-standard palette, or defined your own colors?
