Your OS seems to be any Windows.
In German WinXP fonts are installed usually in C:\Windows\Fonts.
Please look there, whether e.g. 'SILSophiaIPA_n.ttf' is installed.
If not, you can download it for free from this site (but it's German):

There are also other IPA fonts.
After having installed in Windows, you'll find the font in OOo e.g.
scrolling the font box - down to 'SIL Sophia IPA'.
To find the special chars: go 'Insert' -> 'Special Character' ->
'Font' and scroll to 'SIL Sophia IPA'.
My English teacher taught me that this website can help me to dawnload IPA
alphabet and to u
se it. But I don’t know what system become to be made.
I want to use IPA alphabet in Openoffice. Please tell me the way to useIPA font in Openoffi

To work with it fluently, it's better to add the chars to a
user-defined keyboard layout. (But at moment I only have a German
OOo-link, where this is explained ... perhaps someone knows an English
explanation ...)
