Perhaps you misunderstood.

It seems to be a vicious circle -
'I did it too' means:
I had renamed 'Linguistic.xcu' in
C:\Programme\OpenOffice.org\share\registry\data\org\openoffice\Office
to 'Linguistic.xcu.old' -
and all the linguistic problems were vanished.

But every update in the same program directory  (as e.g. from 2.0.3 to
2.0.4) overrides ... share\dict\ooo (and with it your once installed
additional dictionaries from web - they are vanished).

You can avoid this by making a copy of the old folder and replacing
the new folder (dict\ooo), but mostly you'll forget to do it (or other
users don't know about).

Then you've to launch the wizard for additional dictionaries again -
with the result of having this nerved 'Linguistic.xcu' in
C:\Programme\OpenOffice.org\share\registry\data\org\openoffice\Office
again ... etc.

Overriding the installed dictionaries doesn't appear by updating to a
new program directory (as e.g. from 2.1 to 2.2); in my case, after
installation of the new version 2.2, there was remaining (together
with a few other files) the old 'dict\ooo' in folder
C:\Programme\OpenOffice.org 2.1\share ... and no problem to copy it to
C:\Programme\OpenOffice.org 2.2\share ...

But if you need sometime an additional dictionary ...

Since some weeks I know about this workaround to rename or delete
'Linguistic.xcu' in
C:\Programme\OpenOffice.org\share\registry\data\org\openoffice\Office
- but this cannot be the solution ...
