It works correctly for me, user formatted as you describe I get 1-Jan-72.
Windows XP Pro, OOo 2.2.0. Sorry that I cannot help you.
I wonder how it looks if you however formate the cell DATE and choose
the seventh choice from the top, it shows 31.Dec.1999 and shows the
formatting as D.MMM.YYYY what display do you then get?
31.Dec.1999 is almost what you want, 31-Dec-99.
