If you open http://download.openoffice.org/2.2.0/index.html you should see "other languages" link. Click on that, there is a Thai version listed.

It seems it's a problem -
the Thai website is always redirecting you to the en-US download:

"OpenOffice.org 2.0.x Downloads -
This version of OpenOffice.org 2.0.x has been superseded.
Please visit Download Central."
->  http://download.openoffice.org/

My suggestion (hoping it's compatible):
you may download the version OOo 2.2 (en-US) adequate to your
operating system.

You'll find an additional language pack for Thai user interface,
help, etc. here ->
http://ftp-1.gwdg.de/pub/openoffice/extended/2.2.0rc4/
[e.g for OS Windows you may select:
OOo_2.2.0rc4_20070321_Win32Intel_langpack_th.exe]

Thai dictionary is already integrated in the OOo en-US version.
