The DXF format was designed by Autodesk so they would have a way to upgrade the AutoCAD files when upgrading the software from the DOS days. Autodesk did for Engineering/Design what Microsoft did for the personal computer. AutoCAD became the industry standard along with DXF becoming one of the industry standards for converting files to another format to use with another CAD or CAM or CAE system. But it was originally for internal use by users of AutoCAD.
