I forgot to say that a zip file was downloaded to my desktop but, when I clicked on the zip file I got the same results as described before.
I'm not really sure what is going on here. I assume that you are using Internet Explorer and possibly it has something to do with IE thinking that you are downloading a 'zip' file instead of a OOo file. But it could also be that some associations are messed up as well. Have you tried (after downloading a template - using 'save as') opening it from within OOo. I've attached one of the templates (although it won't get to the list) for you to try out.
