If they really mean MSO 3, then I would recommend avoiding any courses which might contain anything that can be remotely construed as being "computer related" or "technologically related". MSO 3 is from the days of W4WG. If it is a typo, then MSO 2003 is the most probable candidate. MSO 13 would be the second option.

Assuming that MSO 2003 is meant, then maybe. The more incompetent the school, the less likely you'll be able to use OOo in lieu of MSO.

If you save in Microsoft file formats, then yes. xan jonathon -- OOo can not correct for incompetence in creating documents from MSO. Furthermore,OOo can not compensate for the defective and flawed security measures used by Microsoft.
