As to the questions... OOo can create lines on a page, number lines
and pages, create table of contents (I assume authorities, but without
specifics its a little hard to answer)
a) The Legal profession is the only market that WordPerfectdominates.
b) Everything the OP asked, is related to creating a legal brief.
The technical answer to the OP question is "yes".
The practical answer to their question is "no".
The _only_ way OOo will be able to easilly create what the OP wants, is
for it to incorporate a number of Text Document Processing features that
have, thus far, been rejected out of the box, because they are not
functions for a word processor.

Table of Authorities: This is a list of treaties, court cases, statute
law, and government regulations that are cited in the brief.
Ruled, numbered paper: (This is a general descripton. For precise
details consult your local _Local Rules_.)
* Lines are double spaced;
* On the left hand side, 1/4 from the edge of the paper is the line number;
* 1/16 inch beneath the text is a ruled line, that traverses from the
left hand margin to the right hand margin;
* A vertical line 1/2 inch from the left hand edge is used to indicae
the left hand margin;
* Some local rules also require a vertical line 1/2 inch from the right
hand edge, to indicate the right hand margin;
Those measurements have to be exact. I've seen court cases thrown out,
because the margin was 51/100 instead of 50/100 inch.
