He is doing nothing wrong because he is selling information. He is charging less than $5.00 for that information. Whoever buys from this person made a STUPID business decision because they did not do some simple research, like typing OpenOffice in their favorite search engine, which would have revealed the link to the original source of the source code and the finished product available to all for free. The same link that they are paying him to get. The first link in the list is the OpenOffice.org site. Any one that won't do the simple quick research is really STUPID. Retail businesses survive on this impulsive behavior.
