The SeaMonkey browser (free from mozilla) comes with a Composer that
does a very good job.
I second this one. Even though OOo does make HTML documents, it isn't
perfect. Of course that is not it's main purpose.
If you search the archives, you will see others as well.
I use Quanta+ on Linux.
