So, where paragraphs are numbered a reference to that paragraph's number
can be inserted?

Not sure I understood.

Select the paragraph you want to reference, then Insert > Cross
Reference > Set reference  give it a name in the text box on the right
(bottom). Don't close the dialog.
Now move the cursor where you want to reference the paragraph in your
document, select from the dialog "Insert reference" (left listbox),
the name you gave to the reference (centre listbox) and finally how
you want to reference it (chapter, page number, text...)
