No. The natural way, a reference to the number generated by a paragraph
numbering style, is not available.
Using Tools > Outline Numbering to number regular paragraphs (as opposed
to headings) is very awkward, even if you can get it to work. At one
point, Writer automatically converted my Outline Numbering paragraphs to
regular style numbering--unrecoverably--and the whole setup was lost.
Using a page variable field does work, but you have to insert the fields
manually for every paragraph. Using a macro could help, but simple cut
and paste helps too.
There is an enhancement that will cover this, targeted for 2.x:

so maybe there will be some improvement soon.
If I needed this now, I would either do it by hand: insert a blank and
fill it in for the final drafts, or if I had a lot of cross-references,
use the page variable strategy.
