I have reinstalled the program several times. I completely remove the
program and riinstalled it. I ran a repair module. I went to the site and
downloaded it again. It is putting that file in the wrong place and I do not
know where it should be.
I tried searching for 'uwinapi.dll' ...
... and I've found it three times:
(OOo versions 2.2 [en-US] and 1.1.5 [de];
my OS version is WinXPHoSP2[de])
(1) folder of unpacked Ooo_2.2.0_Win32Intel_install_....exe
download file; there in openofficeorg3.cab [96 KB]
(2) program folder of OOo 2.2 -
C:\Programme\OpenOffice.org 2.2\program [96KB]
(3) program folder of OOo 1.1.5 -
C:\Programme\OpenOffice.org 1.1.5\program [96 KB]
uwinapi.dll is usually loaded in the startup;
I'm not sure, whether it will be sufficient to copy the .dll
into the 'program' folder.
But I would propose to have a try.
(You had checked the md5sum of the download file?)

I truly hate WIN XP64. MS said it would run 32 bit programs, but it is a
real pain to get anything to work.

Do you have a folder along the lines of OpenOffice Installation files
on your desktop?
Try opening the folder and running setup.exe
If you have installed the program then it should be listed in Start -
> All Programs -> OpenOffice
Is that how you tried to launch the program?
