Yes it is safe and legal to use on any form of windows from Windows98
on. Recent versions do pop up a safe content warning.

I recommend an USB flash drive (also called flash disk, memory stick,
and flash stick). You will find a 1Gigabyte one is reusable, holds more
than a CD-ROM, fits on your keyring or in the purse/briefcase, and is
easier to learn to use. Simply copy and paste from hard disk to flash
drive and back again. The only "gotcha" is to ensure the flash drive is
disabled before you unplug it. Most computer stores have them cheaply,
including the "Marts" (sorry i don't know a better generic term for
large department computer/whiteware/TV stores).

Some of them (very few I think) won 't work with Windows 98 First Edition
(or earlier, such as Windows 95), I think.
