The only way a ministry or IT department will change their minds is when ODT 
support becomes a legal requirement, as is happening in some countries 
already.

Until then they will drag their feet, follow the line of least effort, and go 
on "as they have alwayd done" since any other route means having to change 
the way they do things and (horror !) learn new things.
