Hi,
Suppressing the blank line in an address when the Address2 field is
empty comes up a lot. I've written up how to do it using conditionally
hidden sections and posted it on my blog.

I assume it's been explained on this list before; however; it's a
popular topic so I thought I'd mention it again.
The example uses labels rather than envelopes so the steps regarding
synchronization aren't relevant for envelopes, or for labels or other
documents not created with the OpenOffice.org label wizard under File >
New > Labels.
