I'm only guessing, but templates in Word and Writer are completely different; they work differently and serve different purposes.

The compatibility between the two products is skin-deep (at best). Only the appearance of the document is preserved, and that's all most people care about. Anything deeper than that you have to convert manually.

If I have a Word document that I want to convert and maintain in Writer, I start with a plain text copy of the document, design my Writer styles, and then completely re-work the document based on "the Writer way" of doing things. The automated conversion (as direct formatting, e.g.) is more trouble to fix than to do-over.
