When I downloaded OpenOffice with JRE, the Java JRE
included with OpenOffice was actually a "newer" version
of the JRE than the one I could download from Java.com
I do not know if it is true now, but the first day that OOo 2.2 was
avaliable, I downloaded it and looked for the latest version
of the JRE at Jave.com and found that OOo had a version
number greater than what was at Java.com
I would download and install OOo 2.2 with JRE, and then
check the JRE version through your "Control Panel". Then
go to the Java.com JRE download and download it if
the version number is larger than the one OOo has.
Also the JRE tends to check if there was a newer version
of the JRE every so often.

There are two ways. One is to download and install the version of
OpenOffice that includes JRE. You can also get it separately from
java.com
