I have tried the 5-step procedure you
gave me several times, and I still get the same message.  Today I purchased
a copy of "Maximum PC" magazine, which included a cd with Open Office.  I
have tried several times to install the app, with no luck--still get the
same error message.  I am not proficient enough to even know what the rest
of the error message means: "It may be possible to skip this check using the
/NCRC command line switch (NOT RECOMMENDED)."  Any suggestions on how to get
around this problem, anyone?

So you done all 5 steps and you are still getting the same error
message? Wow - I'll have to  ask anyone else on the list if they have
come across anything like this...

Normally people report that one or more of the steps normally works for them...

Can anyone else assist?
