Under Ubuntu, I've had this issue also, you should run the wizard as root, 
launching OOo with sudo.

To end the recovery loop, remove the Recovery.xcu file in 
~/.openoffice.org2/user/registry/data/org/openoffice/Office/

Beware, it resets the settings for Autosave in the 
Tools>Options>Load/Save>General dialog.

This very wizard is starting a queer endlessly repeating cycle of
crash-recovery window, where it is showing the name of the document from
