I can't say that I've ever heard of that before. I just tested on 2.2
(linux) and the export worked just fine.  I tested by:

1. Opening Impress
2. Importing multiple jpg's into multiple pages
3. Exporting to HTML Document (OpenOffice.org Draw) (.html;.htm)

Can you please try 2.2?
