Not necessarily -- Plane 0 is the first 65536 characters, which can be
represented in 16 bits. Planes 1 through 16 (yes, 16, not 15) add
another 1,048,576 characters. Limitation to Plane 0 is a very common
problem in software that incorporated support for Unicode early on, when
only 16 bits were used. Based on my admitedly limited knowledge, this
could indeed be an OOo problem -- even a severe one requiring a
substantial reworking of code throughout the program. But I don't
actually know one way or the other.
