Sure? What you describe happens if you close the toolbar with its closer
or its configuration menu. If you are using "View-Toolbars" it should
stay switched off until you switch in on again. May be it only works
reliably if the toolbar is visible when you switch it off.

I have found a different workaround for me as some of those toolbars
contain some useful buttons. So first I made most of the buttons from
the standard toolbar invisible. Most of them are dispensible as they are
either available as keyboard shortcuts or I use them so rarely that I
can call them from the menu (like send document as mail).

I did the same for some other toolbars. Now I had enough space to put
the context sensitive toolbars beneath the standard toolbar, even on my
1024x768 screen. You can place all context sensitive toolbars there as
you will never see more than one of them. The only exception is "numbers
and bullets" but IMHO this one can be switched off completely anyway if
you only use styles for your lists.

Of course the usefulness of my tip depends on the number of buttons you
need. :-)
