Just use a two-column table, English text in the left column, Spanish translation on the right.
You can use various methods to keep the text in sync vertically; one way would be to use a new table row for each paragraph.
Because tables can span many pages, with the text flowing and filling automatically but always in the same column, this works very naturally. Using frames is a nuisance because you have to insert new ones on each page, and you have to link them to get the text to flow across the pages.
