I'd recommend you give Peter Hillier-Brook's label templages a try.
Peter uses tables vs frames and has both A4 and US sizes.

Note: perhaps you should really be using Avery 8163 instead of 5159...

Peter's templates includes 8163 (both A4 and US), as does your standard
OOo label template: File|New|Labels|:

Brand: Avery A4 (or Avery Letter Size)
Type:  J8163  (or 8163)

If you have problems with that size, adjust settings in the Format tab.
