Make sure the file has been save since the last change made first. Click the HTML Source icon in the Standard toolbar (just to the left of the spelling icons). Two lines below <HEAD> you should see
<TITLE></TITLE>. Add your title there.

Ya, I can edit the HTML but I was hoping for a solution that will work on the odt file so I can just regenerate the HTML.

Yes: you can do this. In the Writer text document, go to File | Properties | Description and put your title in the Title field. This is included as the document's title if you then save this as an HTML document from Writer.
