Some vendors charge a nominal amount for a CD, as he apparently does. This provides a service for those who do not have a broadband internet connection. Some charge much more than a nominal amount. What bugs me are those, including this guy, who charge for a download link. They are providing nothing that's not available for free. However, all the above are legal.
