This is a possibility. In my system, these two dictionaries have a
creation date of March 21, 2007. The standard.dic in my home folder
has a creation date of April 24, 2007.
My third question was: pls pointers to possible documentation on
this subject.

Just a couple of observations on Linux installations
On my gentoo system - using OOo binaries installed into /opt/ the
soffice.dic and sun.dic are in /opt/OOo_version/share/wordbook with user
id 786 and group 261, neither of which feature in any of my account
management resources. As such, they are only modifiable by root.
OTOH standard.dic is in /home/russell/.openoffice.org2/user/wordbook/
which is owned by me in group "users"
Hence the behaviour Cor reports is what one would expect in Linux. I
presume the Debian installation he comments on is similar, even though
the actual installation directories may differ. I can't comment on
Windows usage
