I'm not sure about the all-or-nothing approach.  To protect completely, 
surely it's enough to prohibit macros from performing most OS-related 
operations, in particular on the file system?  That still leaves 
available a large number of potentially useful operations, like 
repetitive operations and complex spreadsheets.
