OpenOffice uses the LGPL, which means you can use it on as many systems
as you wish at absolutely no cost.  Since you're looking for best
quality and cost, you should also be considering Linux.  There are many
Linux distributions available and most come with OpenOffice.
You'll also find Linux is far more secure than Windows.
