I think the cells have to be formatted correctly BEFORE the values are entered, which probably make the whole thing impossible in this case. Maybe someone want to write a macro that does the whole import thing "correctly", as a temporary workaround?
Did you try to set all language settings to English first, close OpenOffice.org, reopen it and then import the file again? I think that the ##.# -> YY-MM-DD conversion only happens for some language settings, like Swedish since we use a decimal comma instead of a decimal point (and there are other differences too, compared to UK, USA etc).
